WRCCS is thrilled to launch their new Center for High Quality Authorizing and Center for High Quality Charter Schools!
The WRCCS team continues to partner with experts and grow to expand our services and support for you! Our growth is supported by our contract with the DPI charter schools program grant, and through our relationships with everyone receiving this notice.
The new Center for High Quality Authorizing includes the WRCCS monthly network meetings, involvement in the National Network for District Authorizing, engaging school district board members, featuring authorizing experts on our new podcast and at conferences nationwide, and working with experts to continuously improve and expand our library of resources.
The Center for High Quality Charter Schools includes all of the WRCCS initiatives in supporting charter schools’ governance boards, leaders, and staff, along with new charter design teams. The work of this center encompasses our networks, increased document support, 1:1 support, and partnering with experts from across the state and country to bring high quality resources to your schools.

The WRCCS Charter School Competencies are designed to help schools personalize their professional development and continued improvement. These competencies can help schools recognize learning that has not been considered, learning that is in process, as well as prior learning.

Authorizing Practice
Establish and maintain protocols that adhere to the highest standards of charter school best practices
Create/sustain practices that encourage and endorse charter school autonomy
Create/sustain practices that uphold student and public best interests
Creates/refines a plan and procedure for reviewing new charter school applications
Creates/ refines a process for onboarding new schools to the authorizer's portfolio
Plans/sets mission and vision for authorizer with clear goals that align with the community and geography allowing autonomy for charter schools
Community Engagement
Engages in ongoing discussion and feedback from communities served about the vision and performance of schools.
Develops and maintains local support for fostering community partnerships with the charter school.
Culture
Intentionally works to understand the contract between authorizer and governance board through regular review of the contract.
Intentionally builds upon the relationship between authorizer and governance board through clear and regular communication.
Designs and communicates a plan with governance board to ensure the school's district/community are informed regarding the progress toward the charter's performance measures.
Equity
Creates and ensures an understanding of a set of performance measures (academic, behavior, and culture) that will hold schools accountable while celebrating innovation, diversity, and cultural differences.
Provides community information about, and access to, the open application process and removes barriers and bias from the process.
Legal
Establishes/reviews charter contract to ensure alignment with WRCCS/DPI benchmarks.
Develops/refines authorizer's understanding of legal and philosophical roles and responsibilities.
Performance Monitoring and Accountability
Creates and ensures an understanding of a set of performance measures (academic, operation, and finance) that will hold schools accountable.
Creates/refines practices for holding schools accountable with corrective action planning.
Creates/refines practices to navigate school revocation decisions and timelines.
Creates/refines practices and systems for school renewal decisions and timelines.
Creates/refines a system for recognizing high performing schools.
Creates/refines a system for dissemination of information to rest of district about effective practices that the charter school(s) may be using.
Strategic Planning
Creates/refines annual monitoring of authorizer success, including a monitoring tool/rubric.
Creates/reviews authorizer strategic plan to determine the role charter schools play in supporting the goals and priorities of the district/community.
Develops and enhances a strategy and protocol for soliciting new charter school concepts.
